Requires county auditors and municipal clerks to provide at least one absentee ballot drop box for every 50,000 registered voters, with equitable distribution if multiple locations are needed.

Mandates each drop box be assigned a unique identification number and include signage stating "You can only return your own ballot in this drop box" along with location, hours, and the drop box identification number.

Establishes that outdoor drop boxes must be fastened to a building, bolted to concrete, or attached to a similarly secure structure, with continuous recording during the absentee voting period.

Requires county auditors and municipal clerks to maintain a log for each drop box documenting the date and time of each ballot collection, the person who collected ballots, and the number of ballots collected.

Expands the secretary of state's biennial postelection report to the legislature to include the number of absentee ballots returned by method (drop box, mail, in-person, and direct balloting).
