School districts, public charter schools, state agencies, public libraries, and universities may only offer digital or online library database resources to K-12 students if vendors verify compliance with safety policies and technology protection measures.

Providers must prohibit and prevent users from sending, receiving, viewing, or downloading materials deemed harmful to minors as defined in Minnesota Statute section 617.291.

Providers must filter or block access to obscene materials, materials harmful to minors, and materials depicting sexual exploitation of minors as defined in Minnesota Statute section 617.241, subdivision 1.

Institutions shall withhold further payments to non-compliant providers pending verification of compliance, and may treat failure to timely verify compliance as a breach of contract.

Libraries must submit an aggregate written report to legislative committees with education jurisdiction by December 1 each year detailing any provider compliance issues with required technology protection measures.
