Public Facilities Authority must disburse five percent of federal lead service line replacement capitalization grants from the Infrastructure Investment and Jobs Act (Public Law 117-58) for planning, design, inventory development, technical assistance to small water systems, and nonroutine lead sampling activities.

An additional two percent of federal funds must be spent by the responsible state entity on lead service line education, outreach, inventory work, and associated activities using state staff and contractors.

Public Facilities Authority must submit a detailed report to the legislature on January 31, 2023, and annually for four years thereafter documenting fund disbursements and amounts spent on each activity category.

Report copies must be sent to chairs and ranking minority members of legislative committees with jurisdiction over capital investment, health finance, and environment and natural resources finance.

Legislation becomes effective the day following final enactment.
