Commissioner of the Office of Higher Education shall establish a program providing up to 600 scholarships to students entering paramedic programs by 2025.

Eligible students must be Minnesota residents, attend eligible institutions, enroll in nationally accredited paramedic degree or diploma programs, and submit an affidavit affirming intent to work as a paramedic in Minnesota after graduation, with a maximum of two scholarships per student.

Each scholarship award is $5,000, paid in a lump sum directly to the institution, with first scholarships awarded for the 2023-2024 academic year.

Commissioner must submit reports by February 1, 2024 and February 1, 2025 detailing eligible programs, paramedic demand data, and scholarship award information disaggregated by year, institution, and recipient demographics.

$3,200,000 is appropriated for fiscal year 2023: $3,000,000 for 600 scholarships, $100,000 for program promotion and recruitment, and $100,000 for administration, available until expended or June 30, 2025.
