Expands the definition of "killed in the line of duty" to create a presumption that officers who die from heart attack, stroke, or vascular rupture died from line-of-duty injury if the death occurred during or within 24 hours of nonroutine stressful or strenuous physical emergency response or training activities.

Presumption of line-of-duty death for cardiac events applies to law enforcement, fire suppression, rescue, hazardous material response, emergency medical services, prison security, disaster relief, or other emergency response activities.

Adds coverage for public safety officer suicide deaths when a licensed mental health provider previously diagnosed the officer with post-traumatic stress disorder resulting from their work as a public safety officer.

Defines "post-traumatic stress disorder" by reference to the most recently published edition of the Diagnostic and Statistical Manual of Mental Disorders by the American Psychiatric Association.

Medical evidence may rebut the presumption that cardiac events were line-of-duty related.
