Appropriates $70,000,000 from bond proceeds to the Public Facilities Authority for a grant to construct a new regional wastewater treatment facility in Goodhue County.

Facility will serve the joint powers sanitary district comprising the cities of Zumbrota, Goodhue, Pine Island, and Wanamingo, and provide wastewater treatment service for the Elk Run settlement lands of the Prairie Island Indian Community.

Funds cover predesign, design, engineering, permitting, construction, equipment, and infrastructure improvements necessary to connect the facility to participating communities.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $70,000,000 according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Does not require a nonstate contribution and becomes effective the day following final enactment.
