Appropriates $10,000,000 in fiscal year 2023 from the general fund to the commissioner of administration to purchase Minnesota-produced or Minnesota-grown products for humanitarian aid to Ukraine.

Requires the commissioner of administration to consult with the commissioners of employment and economic development and agriculture to identify eligible Minnesota products.

Authorizes the commissioner of administration to accept gifts and grants to augment the humanitarian aid appropriation.

Requires monthly reports to the chairs and ranking minority members of the senate finance committee and house ways and means committee detailing use of appropriated funds and gifts and grants received.

Designates this as a one-time appropriation effective the day following final enactment.
