Expands the State Building Energy Conservation Improvement Revolving Loan Account to include installation of solar energy generating systems in buildings located in state parks.

Transfers $25,000,000 from the general fund in fiscal year 2023 to the revolving loan account, with 50 percent designated for energy conservation projects in state park buildings and 50 percent for solar energy system installations in buildings on or adjacent to state parks.

Requires solar energy generating system installations to have nameplate capacity not exceeding 120 percent of the average annual electricity consumption from the previous three calendar years for the building.

Establishes loan terms at or below market interest rates (including zero interest options) with repayment periods no longer than seven years, with principal and interest repayment beginning no later than one year after project completion.

Authorizes the Department of Administration to recover reasonable administrative costs for managing the loan program from the transferred funds.
