Appropriates $2,800,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of Waldorf for capital improvements.

Funds infrastructure projects including property acquisition for School Street West development, new roads, water systems, sewer systems, storm water connections, and reconstruction of 1st Street, 2nd Street, and Middle Avenue.

Covers additional roadway improvements including paving Raymond Avenue, replacing Railway Street and South End Bar and Grill road, constructing a new service road, and paving the city park parking lot.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $2,800,000 to provide the appropriated funds, subject to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Takes effect the day following final enactment.
