Appropriates $36,000,000 from state bond proceeds to the commissioner of transportation for grants to the city of Coon Rapids or Anoka County for interchange improvements at marked Trunk Highway 610 and Anoka County State-Aid Highway 1 (East River Road).

Allocates $3,750,000 for right-of-way acquisition and $32,250,000 for construction of improvements associated with local road portions of the project.

Includes funding for frontage roads, backage roads, connecting local streets, and associated water and sanitary sewer infrastructure improvements if necessary for construction.

Permits unspent funds from either the right-of-way or construction phase to be redirected to other project phases upon written notice to the commissioner of management and budget.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $36,000,000 to fund the appropriation, effective the day following final enactment.
