$36,000,000 appropriated from the general fund in fiscal year 2023 to the commissioner of transportation for grants to the city of Coon Rapids or Anoka County for interchange improvements at marked Trunk Highway 610 and Anoka County State-Aid Highway 1 (East River Road).

Funds may be used for right-of-way acquisition, construction, frontage roads, backage roads, connecting local streets, and associated water and sanitary sewer infrastructure improvements necessary for the interchange project.

$3,750,000 allocated specifically for right-of-way acquisition on local road portions of the project.

$32,250,000 allocated specifically for construction of improvements on local road portions of the project.

Unspent portions from either the right-of-way or construction phase may be redirected to other project phases upon written notice to the commissioner of management and budget.
