Amends Minnesota Statutes section 43A.17 to prohibit pattern bargaining when negotiating collective bargaining agreements for law enforcement officer compensation.

Defines "law enforcement officers" to include Minnesota State Patrol troopers, Bureau of Criminal Apprehension agents, gambling enforcement special agents, conservation officers, Department of Corrections fugitive specialists, and Department of Commerce insurance fraud specialists.

Requires the commissioner of management and budget to base compensation negotiations on data from the most recent salary and benefits survey conducted under section 299D.03, subdivision 2a.

Establishes that using pattern bargaining or suggesting compensation based on internal equity data constitutes bad faith in negotiations.

Takes effect the day following final enactment and expires January 1, 2032, applying only to contracts entered into during this period.
