• Authorizes the commissioner of management and budget to sell and issue up to $10,000,000 in state bonds to provide the appropriated funds.

• Bond sale and issuance shall follow the procedures prescribed by Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution, article XI, sections 4 to 7.

• Becomes effective the day following final enactment.
