HF 4738 Summary

• Authorizes up to $30,000,000 in housing infrastructure bonds for supportive housing, affordable rental housing, community land trusts, manufactured home parks, senior housing, federally assisted rental housing, and single-family housing.

• Adds new authorization for housing infrastructure bonds to finance construction, acquisition, rehabilitation, or new construction of single-family housing for veterans, including duplexes, triplexes, and four-plexes.

• Establishes preference for permanent supportive housing funding for veterans and individuals or families who have been homeless for at least 12 months or at least four times in the last three years.

• Requires the agency to balance loans between metropolitan and non-metropolitan areas, with additional balance between small communities (population 20,000 or less) and larger areas outside the metro region.

• Establishes annual state appropriations beginning in 2024 to transfer debt service payments to the housing infrastructure bond account for bonds issued under the veterans housing authorization.
