Appropriates $96,000,000 from the general fund in fiscal year 2023 to the Housing Finance Agency as a grant to Contained Solutions, a 501(c)(3) nonprofit organization.

Funds acquisition, design, construction, and operation of four-plex residences to be veteran owned and occupied, with purchases supported by United States Department of Veterans Affairs home loan program financing.

Includes funding for commercial space in all properties and community center space in some properties across eligible cities including Alexandria, Brainerd, Duluth, Hibbing, Mankato, Minneapolis, Moorhead, Ramsey, Rochester, St. Cloud, St. Paul, and Sauk Centre.

Limits expenditures to $8,000,000 per city and permits alternative city selection based on proximity to VA clinics and identified homeless veteran populations if land is unavailable in primary cities.

This is a one-time appropriation available until project completion or abandonment, subject to Minnesota Statutes section 16A.642, and becomes effective the day following final enactment.
