Expands the homeownership education, counseling, and training program to explicitly include seniors and veterans as target populations for full cycle homeownership services provided by nonprofit organizations and political subdivisions.

Adds veterans as a population with which nonprofit organizations and political subdivisions must demonstrate experience or involvement to receive program funding, alongside experience with older persons on housing.

Requires nonprofits and political subdivisions receiving funding under this program to provide full-cycle homeownership services specifically to veterans, including education and counseling on homeownership grants and programs available through both the state and the United States Department of Veterans Affairs.

Maintains existing program provisions regarding competitive funding allocation, equitable geographic distribution, eligibility criteria, and priority funding for organizations with additional funding sources.
