Appropriates $2,250,000 from the bond proceeds fund to the Metropolitan Council for a grant to Carver County.

Grant funds predesign, design, construction, furnishing, and equipping of an event and classroom facility at Lake Waconia Regional Park.

Facility to include a lobby, restrooms, and space for family, social, community events, recreational programs, playground, and other site amenities.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $2,250,000 to provide the appropriated funds.

Takes effect the day following final enactment.
