Requires health carriers to reduce enrollees' cost-sharing (deductibles and coinsurance) for prescription drugs by 100 percent of all rebates received or to be received from manufacturers, dispensing pharmacies, or other parties at the point of sale.

Defines "rebate" to include negotiated price concessions, base price concessions, price protection rebates, performance-based price concessions, and reasonable estimates of negotiated prices and administrative costs that reduce the health carrier's liabilities.

Permits health carriers to decrease cost-sharing by amounts greater than the 100 percent rebate reduction required by the bill.

Protects rebate information as trade secrets and prohibits health carriers and their agents from disclosing rebate amounts on a product, therapeutic class, manufacturer-specific, or pharmacy-specific basis.

Makes health carriers and pharmacy benefit managers subject to civil penalties and potential suspension or revocation of license for noncompliance with these requirements.
