Adds construction to the list of eligible workforce development scholarship programs, joining advanced manufacturing, agriculture, health care services, information technology, early childhood, and transportation.

Allows each institution to designate one additional area of study based on regional workforce shortages identified in Department of Employment and Economic Development job vacancy survey data, with updates permitted once every two years.

Defines workforce shortage as occupations where the regional job vacancy rate for full-time employment exceeds the state average vacancy rate for that same occupation.

Maintains existing eligibility requirements: students must be Minnesota residents enrolled in at least nine credits at Minnesota State Colleges and Universities two-year colleges for first and second-year scholarships.

Preserves one-year transfer scholarships for students who complete two or more terms at a two-year college and transfer to a four-year university while enrolled in at least nine credits.
