Creates the Ukraine relief account in the state treasury to purchase Minnesota-produced products for humanitarian aid to Ukraine's democratically elected president or neighboring democratic country leaders.

Appropriates contributed amounts to the commissioner of administration, who must consult with the commissioners of employment and economic development and agriculture to identify Minnesota products.

Commissioner of administration must accept gifts and grants to augment humanitarian aid and report monthly to senate finance and house ways and means committees on fund use.

Provides a refundable tax credit equal to 50 percent of contributions to the Ukraine relief account, with maximum credits of $200 for married joint filers and $100 for other filers.

Tax credit applies to taxable years beginning after December 31, 2021, and before January 1, 2023, with an appropriation from the general fund to cover refunds exceeding tax liability.
