City of Anoka may issue a social district license to on-sale liquor licensees with premises contiguous to the designated district, authorizing consumption but not sales or service of their alcoholic beverages within the district.

City must designate the social district by ordinance, specifying boundaries, consumption premises, and hours/days of operation, with areas excluded if property owners object.

Social district boundaries must be clearly marked with signs showing the area, operating hours/days, local law enforcement contact, and statements that beverages must be consumed only in the district and disposed of before exiting unless reentering the purchase location.

On-sale licensees must use non-glass containers of no more than 16 fluid ounces, clearly identifying the licensee and displaying a unique social district logo, "Drink Responsibly - Be 21." in 12-point font minimum, and the licensee cannot allow entry with outside alcoholic beverages.

City must establish and post management and maintenance plans on its website to ensure the social district is maintained for public health and safety, with consumption restricted to designated days and hours.
