Commissioner of Public Safety must establish a task force to study issuing driver's licenses to undocumented immigrants, with members representing various viewpoints and expertise.

Task force must study feasibility of creating a new driver's license type for undocumented immigrants that allows legal driving without granting other rights or privileges.

Task force must review documentation requirements (domestic and foreign), document verification processes including through foreign embassies, other states' laws, and assess road safety impacts of unlicensed drivers.

Task force must quantify undocumented immigrant driving in the state, economic impacts, and barriers to obtaining licenses, then make legislative recommendations by January 15, 2023.

Repeals Minnesota Statutes 2020, section 171.015, subdivision 7 and Minnesota Rules part 7410.0410, subparts 1 and 7, which currently prohibit driver's licenses for individuals without lawful presence.
