Appropriates $900,000 in fiscal year 2022 and $900,000 in fiscal year 2023 from the general fund to the commissioner of human services for a grant to the Intercultural Mutual Assistance Association.

Funds a pilot project in Rochester to provide mental health education and support services to Somali students and mothers in partnership with the Rochester Math and Science Academy and the Somali American Social Service Association.

Requires expansion of dialectical behavioral therapy skills program for 20 or more additional students at the Rochester Math and Science Academy, offered annually.

Requires development of an educational program to build resiliency skills and improve students' social and emotional development, and establishment of a discussion group for mothers to promote physical and emotional wellness.

Requires submission of a report by January 15, 2024, to legislative committee chairs and ranking minority members with jurisdiction over mental health detailing the pilot project results.
