Creates a new requirement for the Legislative Budget Office to prepare "business impact notes" upon request from committee chairs or ranking minority members.

Defines "business" as entities with fewer than 100 total employees, organized for profit or as nonprofits, including individuals, partnerships, corporations, and cooperatives.

Requires business impact notes to identify total financial impacts (expenditures, savings, revenue changes, labor costs) and regulatory burdens on affected businesses.

Directs the Legislative Budget Office to assess whether bills establish, increase, reduce, or eliminate nine categories of business requirements, including licensing, fee payments, training, inspections, and background checks.

Appropriates an unspecified amount from the general fund in fiscal year 2023 to the Legislative Coordinating Commission for the Legislative Budget Office to perform these duties.
