Classifies race and ethnicity data as private data under Minnesota law, with the Department of Public Safety Office of Traffic Safety authorized to receive this data from Driver and Vehicle Services for research, evaluation, and public reports only.

Appropriates $414,000 in fiscal year 2023 from the driver services operating account to the commissioner of public safety for implementing the collection of race and ethnicity data.

Requires changes to driver's license and identification card application forms to include a method for applicants to indicate their race and ethnicity.

Effective date of January 1, 2023 for driver's license and identification card applications submitted on or after that date.
