School districts must adopt procedures to notify parents of significant changes in their child's health care services or mental, emotional, or physical health monitoring.

School district personnel may not prohibit or discourage parental notification about their child's health or well-being, except when a reasonably prudent person would believe disclosure would result in abuse, abandonment, or neglect.

Classroom instruction on sexual orientation or gender identity is prohibited in kindergarten through grade 3 and must be age-appropriate and developmentally appropriate in accordance with local standards.

Before administering health screenings or student well-being questionnaires to students in kindergarten through grade 3, schools must provide the form to parents and obtain parental permission.

Parents may file complaints with school principals, request resolution by the commissioner of education within 30 days, pursue administrative hearings, or appeal to district court if concerns remain unresolved.
