Report must describe the state's interest in monument restoration and propose a schedule for state funding through grants to counties, if warranted

Report must identify whether counties have used or plan to use taxing authority under Minnesota Statutes section 381.12, subdivision 2, to pay for restoration work

Report must identify available federal funding for the work or propose alternative funding methods
