School boards are strongly encouraged to adopt policies promoting understanding that students who cannot meet expectations often lack appropriate response skills, and must support staff in using tiered interventions that teach skills and prioritize student-teacher relationships.

School boards are strongly encouraged to adopt policies discouraging teachers and staff from using approaches that remove students' opportunities to build skills for more appropriate responses to behavior.

School districts and charter schools cannot use recess detention except when students cause or risk serious physical harm, parents consent, or for special education students whose IEP teams determine withholding recess is appropriate.

School staff must attempt to notify parents or guardians within 24 hours when recess detention is used, and school districts must not withhold or excessively delay students' participation in scheduled mealtimes.

School districts and charter schools must compile end-of-year data on recess detentions by student age, grade, gender, race/ethnicity, and special education status, with information available to the public upon request.
