Lowers the premium increase threshold that allows groups to withdraw from the public employees insurance program from 50 percent to 20 percent year-over-year

Creates a direct contribution of $2,000 per insurance-eligible employee for school district groups with 400 or fewer eligible employees to reduce premium costs

The small employer contribution applies to premiums before the contractual employer-employee premium split is calculated

Amends Minnesota Statutes 2020, section 43A.316, subdivisions 5 and 7
