Requires dealers to record the seller's photo identification, license plate number and vehicle description, payment amount and check or transfer number, and the name of the person who removed the converter

Exempts purchases from merchants, manufacturers, salvage pools, insurance companies, rental car companies, financial institutions, charities, licensed dealers, and wholesale dealers with established places of business, though receipts must still be obtained

Authorizes law enforcement to conduct regular inspections for compliance and requires dealers to implement reasonable safeguards to protect seller personal information from unauthorized access or disclosure
