• Mandates local governments hold public hearings before implementation, place warning signs in enforcement areas, and issue only warnings during the first 30 days of system use.

• Requires local ordinances governing system use to include data collection procedures, citation processes, system maintenance and accuracy testing, and anti-discrimination measures ensuring systems are not racially biased.

• Classifies collected data as private data on individuals; violations do not result in driver's license suspension or revocation, and do not apply to emergency or law enforcement vehicles.
