Prohibits racing, drag racing, speed competitions, and related activities on Minnesota streets and highways, with exceptions for lawfully conducted racetracks and venues, effective August 1, 2022.

Establishes criminal penalties ranging from misdemeanor to felony (up to 5 years imprisonment and $10,000 fine) depending on whether the violation causes substantial bodily harm, great bodily harm, death, or involves prior convictions.

Authorizes vehicle forfeiture for violations of the racing prohibition, with a hearing required within 96 hours of seizure and notice to the registered owner within 48 hours.

Allows peace officers to arrest drivers suspected of racing violations within four hours of the offense, even without witnessing the violation.

Appropriates $38,000,000 for three twin-engine helicopters and $7,100,000 for three airplanes for the State Patrol, plus an unspecified amount for law enforcement overtime grants to enforce the racing prohibition.
