Appropriates $250,000 from the general fund to the Department of Education in fiscal year 2023 for a grant to the Greater Minneapolis Council of Churches.

Tech Teens program must expand digital technology skill development for high school students through increased participation, student fellowships, hands-on opportunities, and shareable curriculum.

Genius Labs program must provide digital learning and homework support, social-emotional learning activities, adult mentoring, career exploration through internships, and trauma-informed mental health support.

Both programs may operate after regular school hours, on weekends, and during summer.

Greater Minneapolis Council of Churches must submit program goals and strategies to the education commissioner before funding is awarded, issue a preliminary report by January 15, 2023, and submit a final report; appropriation available until June 30, 2025.
