Appropriates $6,700,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the North Zumbro joint powers sanitary district comprising the cities of Zumbrota, Goodhue, Pine Island, and Wanamingo.

Funds are designated for property acquisition and predesign and design of a new regional wastewater treatment facility in Goodhue County.

No nonstate contribution is required from the recipient district for this appropriation.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $6,700,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
