Establishes a new National Defense Service Medal special license plate for veterans who are recipients of the National Defense Service Medal, bearing the inscription "NATIONAL DEFENSE SERVICE VET" and a facsimile or emblem of the official medal.

Allows eligible veterans to obtain special license plates for passenger automobiles, recreational motor vehicles, one-ton pickup trucks, and motorcycles, subject to payment of applicable fees and presentation of certified discharge papers indicating honorable discharge.

Makes technical changes to Minnesota Statutes section 168.123 by reorganizing veteran special plate design requirements into separate subdivisions for each medal type and clarifying that special motorcycle plates are not subject to section 168.1293.

Exempts commissioner-designed special motorcycle veteran plates from section 168.1293 applicability requirements.

Effective date is January 1, 2023, for National Defense Service Medal special plates issued on or after that date.
