HF 4900 Summary

• Minnesota courts and law enforcement agencies shall not enforce or recognize judgments, subpoenas, arrest warrants, search warrants, or extradition orders from other states based on violations of laws restricting reproductive health care services.

• A judge in Minnesota must not issue warrants for violations of other states' reproductive health care restrictions, and peace officers must not execute such warrants.

• Persons may not be extradited from Minnesota for prosecution under another state's laws restricting reproductive health care services.

• Persons subject to out-of-state judgments for providing, receiving, or assisting with reproductive health care services permitted in Minnesota may sue for actual damages, defense costs, and attorney fees.

• These provisions do not apply if the underlying act would constitute a valid cause of action under Minnesota law or if the act would be illegal in Minnesota if it had occurred there; effective July 1, 2022.
