HF 522 Summary

• Creates new Minnesota Statute 145.25 authorizing licensed and registered health care providers to offer patients medically accurate, evidence-based, and appropriate health information and services notwithstanding any conflicting state or local law, rule, or ordinance.

• Defines "medically accurate" as information verified by peer-reviewed research or recognized as sound by leading health organizations (AMA, ACOG, CDC, FDA, NIH, etc.) and health care accreditation organizations.

• Repeals Minnesota Statutes sections 145.4241 through 145.4249, which previously mandated 24-hour informed consent waiting periods, specific disclosure requirements, printed materials, and reporting forms for abortion procedures.

• Requires health care providers who determine that following a state or local law violates the new science-based care standards to document their determination in writing with the medical basis and include it in the patient's health record.

• Effective date is July 1, 2021 for all provisions.
