HF 550 Summary

• Requires the commissioner of education to develop a climate justice model program for elementary and secondary students by July 1, 2023, and every odd-numbered year thereafter, in consultation with the Pollution Control Agency, environmental organizations, and teachers.

• Model program must include scientifically accurate, age and disability-accessible content on human activities causing climate change, disproportionate effects on communities facing systemic oppression (Black, Indigenous, and other persons of color; people with disabilities; low-income communities), systemic change and environmental stewardship, and economic and environmental solutions.

• Requires all school districts and charter schools to implement a climate justice education program starting in the 2024-2025 school year for all elementary and secondary students, including students with disabilities and those in state-approved alternative programs.

• School districts and charter schools must report to the commissioner on implementation details, including whether they adopted the commissioner's model program.

• Commissioner must submit a report to legislature by January 31, 2025, describing how the model program was identified, assistance provided to schools, and the number of districts and charter schools that adopted the model.
