Requires hospitals, outpatient surgical centers, and medical practices with annual revenue exceeding $50,000,000 that derive majority revenue from specified services (diagnostic radiology, laboratory testing, orthopedic surgery, ophthalmologic surgery, anesthesia, or oncology) to publicly disclose current standard charges from their chargemasters.

Medical practices must post charge data in comma-separated values format including 16 specific attributes such as federal tax ID, service billing code, description, gross charges, discounted cash prices for inpatient and outpatient services, and effective dates.

Requires medical practices to report charge data to the Minnesota Commissioner of Health in a form, manner, and frequency specified by the commissioner, with data made available to the public in commissioner-specified format.

Directs the Commissioner of Health to develop and maintain a public price comparison tool using reported charge data to allow consumers to compare charges for specific items and services across medical practices; commissioner may contract with third parties for tool development and operation.

Effective date: January 1, 2022.
