Provides immunity from criminal prosecution for violations of executive orders issued under the peacetime emergency declared on March 13, 2020 (Executive Order No. 20-01)

Prohibits conviction of petty misdemeanor, misdemeanor, or gross misdemeanor charges for noncompliance with covered executive orders

Prohibits imposition of civil penalties of any amount for violations of covered executive orders

Prohibits suspension or revocation of professional and business licenses for noncompliance with covered executive orders

Requires vacation and dismissal of prior convictions, refund of fines and penalties, and reinstatement of suspended or revoked licenses imposed in violation of these protections
