Requires charitable bail organizations to be 501(c)(3) nonprofits, registered to do business in Minnesota, located in Minnesota, and compliant with Minnesota General Rules of Practice rule 702 for district courts.

Prohibits charitable bail organizations from depositing cash bail for felony offenses, executing surety bonds, charging premiums, depositing over $2,000 per case, or posting bail for non-indigent defendants.

Exempts organizations from court rule compliance if they post bail for two or fewer individuals within a 180-day period.

Allows the state court administrator to waive Department of Commerce licensure requirements if deemed inappropriate under the circumstances.
