Increases total city aid appropriation from $564,398,012 (2021) to $569,870,718 for aids payable in 2022 and thereafter.

Modifies city aid distribution formula for 2022 and beyond by changing the baseline reference year from 2019 to 2021 for calculating minimum aid amounts.

Limits year-over-year aid reductions to the lesser of $10 multiplied by city population or five percent of the city's net levy from the prior year.

Establishes that no city's aid amount may fall below zero under the new distribution formula.

Effective for all city aids payable in calendar year 2022 and thereafter.
