Amends Minnesota Statutes 2020, section 123A.05, subdivision 1, regarding governance and establishment of area learning centers, alternative learning programs, and contract alternatives.

Exempts districts located in a city of the first class and the ten largest school districts by 2017-2018 enrollment from the requirement to establish area learning centers in cooperation with other districts.

Requires area learning centers (outside the exempted districts) to serve the geographic area of at least two districts and provide comprehensive educational services to secondary students year-round, including daytime schools for both high school and middle school level students.

Alternative learning programs may serve students from one or more districts, may designate specific grade levels, and may make program hours and calendar optional.

Contract alternatives are alternative learning programs operated by private organizations under contract with a school district to provide educational services.
