Appropriates $126.7 million in fiscal year 2022 and $130.1 million in fiscal year 2023 from the clean water fund to various state agencies and programs for water quality protection and restoration.

Establishes a new $25-per-transaction fee on mortgage and deed recordings in counties with soil and water conservation districts, with revenues deposited into a county account for distribution to districts.

Requires counties to either impose the soil and water conservation fee or have 75 percent coverage by watershed districts or management organizations to be eligible for clean water fund grants, effective July 1, 2022.

Directs the Commissioner of Health to amend perfluorooctane sulfonate (PFOS) health risk limits to not exceed 0.015 parts per billion by July 1, 2023, and adopt health risk limits for clothianidin and imidacloprid by January 15, 2024.

Requires the Clean Water Council to submit reports by January 15, 2022, assessing high-resolution digital elevation data implementation, impacts of a Minnesota Supreme Court steel permit decision, and state agency personnel demographics; mandates a research proposal on 6PPD-quinone impacts on state waters and fish.
