Renames "Northwest Regional Partnership" to "Concurrent Enrollment Teacher Partnership" and expands membership to include Lakes Country Service Cooperative, Northwest Service Cooperative, Metropolitan Education Cooperative Service Unit, Minnesota State University-Moorhead, and other interested Minnesota State Colleges and Universities.

Designates Lakes Country Service Cooperative as the fiscal host for the Concurrent Enrollment Teacher Partnership.

Partnership may develop a continuing education program using flexible delivery models (such as online curriculum) to help licensed secondary teachers earn up to 18 graduate credits needed to teach postsecondary courses at a reduced credit rate.

Partnership must provide funding for eligible teachers to participate in the program, may provide scholarships and per-credit stipends, and may work with school districts to develop participation incentives.

Appropriates $1,000,000 for fiscal year 2022 and $1,000,000 for fiscal year 2023 from the general fund to the Department of Education for the Lakes Country Service Cooperative to administer the program; effective date July 1, 2021.
