Exempts internet continuing education courses for manufactured home installers from requiring approval by the International Distance Education Certification Center (IDECC) or International Association for Continuing Education and Training (IACET)

Requires manufactured home installer courses to be approved instead by the United States Department of Housing and Urban Development or the Minnesota Commissioner of Labor and Industry

Approval documentation must accompany the course completion certificate issued to each student by the course sponsor

Maintains all other existing requirements for internet continuing education courses, including encryption, seat time verification, interactivity, identity authentication, final examination with 70 percent passing requirement, and other technical standards

Takes effect the day following final enactment
