Requires the Professional Educator Licensing and Standards Board to work with Minnesota teacher preparation programs to offer programs in every required teacher licensure area.

Mandates that all approved teacher preparation programs be hybrid programs with at least 80 percent of required coursework available online.

Requires the board to enter into agreements with out-of-state program providers offering 100 percent online coursework if no in-state approved program exists for a specific teacher licensure area.

Amends Minnesota Statutes 2020, section 122A.092, by adding subdivision 9 regarding agreements with out-of-state program providers.
