Amends Minnesota Statutes section 122A.06, subdivision 4, to modify the definition of "comprehensive, scientifically based reading instruction" by removing the word "balanced" before "instruction in all five areas of reading."

Requires reading instruction programs to include effective instruction in five core areas: phonemic awareness, phonics, fluency, vocabulary development, and reading comprehension.

Mandates inclusion of instructional strategies for continuously assessing student reading progress and designing ongoing interventions for students of all ages and proficiency levels.

Encourages districts to use strategies that teach reading and writing in both English learners' native languages and English simultaneously.

Becomes effective July 1, 2021, and does not limit school districts' authority to select reading programs or curricula.
