Establishes a 16-member Standardized Assessment Task Force appointed by the commissioner of education to recommend changes to Minnesota's standardized assessment system.

Task force membership includes four teachers (special education, English as second language, elementary, and secondary), two principals, two testing coordinators, two superintendents, two school board members, two assessment committee members, one business representative, and one mental health professional.

Task force must review statewide assessments, state and federal accountability requirements, assessments used in other states, and Department of Education practices related to standardized testing while considering student non-participation rates, costs to districts, data usage, and achievement gap identification.

Commissioner of education must appoint members by July 15, 2021, with consideration for racial, ethnic, gender, and geographic diversity, and must convene the first meeting by August 1, 2021.

Task force must submit recommendations to legislative committees with K-12 education jurisdiction by January 15, 2022, and expires the day after submitting the report.
