• Increases the cap on supportive housing units for homeless adults from 226 to 500 units across Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington Counties.

• Allows housing support for homeless adults with mental illness, substance abuse history, or HIV/AIDS who lack appropriate housing and resources, with at least 70 percent serving those recently discharged from treatment facilities.

• Maintains existing exceptions to the housing support bed moratorium for specific licensed facilities serving developmental disabilities, chronic inebriates, and chemically dependent populations.

• Allows agencies to replace beds with rates exceeding the MSA equivalent rate only when the original beds close, change licensure status, or result from facility downsizing, with transfers between agencies requiring mutual agreement.

• Requires appropriations to include administrative funding for two full-time equivalent employees to process eligibility, disbursed to the county fiscal agent.
